The Supreme Court, in its Strategic Plan for Judicial Innovations 2022-2027 (SPJI), undertook to promote innovation in the Philippine Judiciary by modernizing court processes and operations, specifically under the target outcome of Efficiency. One of the mechanisms by which this objective is to be achieved is through a review of the Rules of Civil Procedure (Rules), under the helm of Chief Justice Alexander G. Gesmundo and Associate Justice Maria Filomena D. Singh. The review of the Rules is aimed at making court processes and proceedings more efficient, more understandable by ordinary court users and, thereby, more transparent and accessible.
The Rules, which govern the procedure in civil actions, had undergone several revisions from its inception. The latest amendment to the Rules is that of the 2019 Amendments to the 1997 Rules of Civil Procedure. Notably, this only covered revisions to Rules 6 to 34, and Rule 144 of the Rules of Court. The 2019 Amendments to the 1997 Rules of Civil Procedure became effective on May 1, 2020, at the height of the COVID-19 pandemic.
Considering the challenges faced by the courts during the COVID-19 pandemic and the stated outcome in the SPJI under the outcome of Innovation, the Supreme Court is geared towards establishing a technology-driven Judiciary through digitization and automation of both adjudicative and administrative processes. Accordingly, a revision of the Rules is necessary to mirror the changes that will result from digitization. Aside from this goal, the revision of the Rules also incorporates the latest jurisprudence and issuances of the Court.
